The Madison Metropolitan School District Board of Education on May 19 approved two parameter resolutions authorizing the sale of general obligation promissory notes and approved budget increases to record expected proceeds and estimated bid premium.
Board action and amounts: the board approved a resolution establishing parameters for the sale of not-to-exceed $181,000,000 general obligation promissory notes, series 2025A, and a second resolution related to taxable general obligation promissory notes (series 2025B) as set forth in the meeting documents. The board also approved an amendment to the 2024–25 budget to deposit proceeds from the sale into Fund 49 (construction) and to deposit an estimated bid premium into Fund 39 (referendum-approved debt-service).
Why it matters: the transactions fund construction and capital projects and affect debt-service planning and cash management. Board member Castro thanked district finance staff for managing long-term financial viability and minimizing taxpayer impacts.
Board discussion: board members asked questions about process and thanked finance staff for prior counsel on similar financings. Administration explained the budget entries: deposit of bond proceeds into the district construction fund and deposit of estimated bid premium into the referendum debt-service fund.
Decision: motions to approve the parameter resolutions and the budget amendment to record the proceeds and bid premium passed unanimously in the meeting record.
Ending: administration will proceed with the sale under the approved parameters and record proceeds in the stated funds. The board will receive further updates as sale and closing proceed.
