Public works staff recommend awarding countywide pavement overlay to Lakeside; multiple road and facility contracts move to May 27 agenda

Public works staff on Monday told the Board of County Commissioners they will ask the board to award a countywide pavement overlay contract to the low bidder, Lakeside, and to consider several other road and facility contract items at an upcoming meeting.
County Engineer Susan Eugeneus said Lakeside submitted the low bid of $2,516,744 for the countywide pavement overlay, roughly $163,000 below the engineer’s estimate. "We had 3 bids this year, which is 1 more than we usually do. So we're asking to go ahead and award that," she told commissioners.
Sean Roey, public-works staff, said the county will present a contract completion for the Riverside Park overlay (basketball and tennis courts) at about $72,000; he also presented seven bids received for the administration building roof, where the apparent low bidder is Weather Guard at $423,007.52 and the high bid was about $972,000.
Roey said the county has also been negotiating a diesel supply agreement and intends to piggyback procurement off the Port of Longview award through Feb. 20, 2027; the diesel contract will serve the landfill and county road shops and generators.
Public works staff also asked to move a small petty-cash checking account ($800) from an internal purchasing fund into the general fund and department so the county retains access while closing the old fund.
Eugeneus said the South Cloverdale project is tied to federal funding and needs state approval before award; whether that item appears on the agenda depends on receiving that approval in time. Commissioners indicated many of these items will be routed to the May 27 agenda for formal action.
