Graham County supervisors on May 19 approved a resolution to use roughly $291,000 in Community Development Block Grant (CDBG) funding for sidewalks and Americans with Disabilities Act parking improvements at the county fairgrounds.
County Manager Dustin Welker explained the funds are distributed through the county's Council of Governments rotation (Safford, Thatcher, Pima and the county) and come with HUD requirements. The resolution presented (resolution number noted in the meeting as 2025-6) would target pedestrian-accessible sidewalks through the fairgrounds, beginning near the duck pond and the northeast corner parking area; staff said the project aligns with a forthcoming Fairgrounds master plan.
Board members said the improvements will increase accessibility for older residents and people with mobility challenges. A motion to approve resolution 2025-6 passed by voice vote with affirmative responses and no recorded opposition. Staff said conceptual master-plan drafts are expected by July and additional sidewalk segments may be added depending on final designs and available funds.
