Speedway commission approves contracts, accepts $1 million gift for Sixteenth Street roundabout

The Speedway Redevelopment Commission voted unanimously Tuesday to hire an owner's representative, award a construction contract and accept a $1,000,000 donation to fund the Sixteenth Street roundabout improvement project.
Commission President Miller and Economic Director Kyle Markley described the project as a safety- and placemaking-focused redevelopment for the roundabout at Sixteenth Street. The commission approved a fixed-fee contract of about $45,000 with JS Held to serve as the owner's representative for design and construction oversight. Commissioners then awarded the construction contract to Smock Fansler Corp., with work expected to begin around June 2025 and a substantial completion date of April 30, 2026.
The commission also accepted a $1,000,000 donation from Susan Unser and the Al Unser Senior Trust to support the project; Markley said the trust will provide about $250,000 per quarter toward that total. Commissioners noted the metal perforated decorative panels were removed from the main construction contract and will be handled under a separate forthcoming contract with Bomar.
Markley briefed the commission that REA invoices were included in the monthly claims for design and bid review work and that Keyser Consulting completed and delivered a Main Street topographical survey that the commission must now move into the design phase. Commissioners asked no substantive questions before moving the three resolutions to formal votes, each passing 4-0.
The approvals are procedural steps toward building the roundabout; design oversight, a construction contractor and donor funding are in place. The commission did not set a final total project budget in the discussion recorded at the meeting.
