CTC presses regions to improve RTIP fact sheets; staff will post last cycle’s examples

CTC staff reviewed the first round of RTIP fact sheets submitted under the 2024 guidelines and told regions at the workshop they expect stronger, more readable summaries in the next cycle.
Rebecca Light (CTC) said reviewers found a range of quality: some fact sheets were polished and clearly tied projects to regional goals, while others were incomplete or lacked logos. "Some of them were very good, but some of them kinda missed the mark on how we better tell the story of the RTIPs," she said.
Staff reiterated the fact sheet purpose from the current guidelines: an executive summary of the RTIP that highlights the region's and state's top priorities, describes significant benefits (safety, environment, equity, economic), and explains how the RTIP advances RTP goals and the sustainable communities strategy where applicable. The goal is to give commissioners and the public a succinct statewide view rather than forcing staff to review every project in isolation.
Regional participants asked for examples rather than a single template. "We don't want to give you a template because all of your regions are so different," Rebecca said, adding that staff would instead provide several examples illustrating urban, rural and multi-project RTIPs. Jose Luis and other commenters said the fact sheets are useful engagement material and asked that the CTC post the 2024 fact sheets; staff agreed to publish them and select 4–5 strong examples for guidance.
Ending: CTC staff will post the 2024 fact sheets on the program website, select model examples to share, and require that each fact sheet include the sponsoring agency's logo; no new template requirement was adopted.
