Bill would create temporary advisory board to compile healthcare workforce best practices

House Bill 3,800, sponsored in the Senate by Sen. Sparks, would require the Texas Workforce Commission to convene an advisory board of higher education, health-care providers and workforce boards to create a resource guide of successful local practices that address health-care workforce shortages.
The bill builds on work from the 2024 Texas Healthcare Workforce Task Force and aims to collect replicable local solutions so workforce boards and providers can borrow proven approaches. The sponsor said the board is designed to be temporary and will abolish itself in September 2027 after publishing the guide.
Victoria Ford, who chaired the task force, testified in support, saying many regions have successful local projects but lack an accessible way to learn about them. Jack Frazee of the Texas Nurses Association and the Nursing Legislative Agenda Coalition also testified in support.
The committee left the bill pending and reported it favorably to the full Senate by unanimous roll call.
