Commissioners said they want the final contract to focus less on “fluff” and more on an implementable strategic approach that helps the county move projects forward. The board authorized staff to negotiate terms and return a finalized agreement for approval rather than making an immediate, unconditional award at the meeting.
Staff emphasized that the county will seek broad participation across the county, noting that residents in smaller towns and unincorporated communities should have opportunities to engage in steering committees and public events. Commissioners asked staff to refine deliverables and to ensure the contract includes a clear strategy for implementation and measurable milestones.
