Resident raises safety and liability concerns about proposal to serve alcohol at Ice Rink Park

A Zeeland resident addressed council during the public-comment period to oppose permitting alcohol at the city’s Ice Rink Park and to ask the council to consider liability and child-safety risks.

Anne Henriksen (Resident, Zeeland) thanked council for Tulip Time and then raised concerns about a proposal discussed at the recent study session to allow outdoor alcohol service at the ice rink park. Henriksen said many residents she consulted “grimaced at the thought” of alcohol at a family- and children-oriented facility and asked whether city attorney Duckworth had reviewed potential liability.

Henriksen cited specific concerns: that the ice rink is primarily a family activity where Hope College has offered volunteer skating lessons for children; that serving alcohol could mix intoxicated adults and skate traffic; and that the city’s current rules prohibit alcohol in Centennial Park, which led her to question why the ice-rink proposal was under consideration. She asked the council to “if in doubt, don't,” noting lawsuits can be “pretty messy.”

Council did not act on the comment; staff and council members said the study-session presentation on the idea would continue to be discussed. Henriksen’s remarks were recorded as public comment and no formal motion or staff direction on the ice-rink alcohol question was made at the meeting.
