Van Beek described the strategic plan as the foundation for the decisions brought forward in the budget, and staff said each action item on future agendas will reference the plan’s priorities.
Councilmember Freeman moved to adopt the 2026 strategic plan and business plan; Councilmember Raymond supported the motion. The council approved the plan by roll call vote.
Staff said they will provide quarterly updates on progress and that the business plan translates strategic priorities into actionable tasks and measures.
