Council sets final vote next week on rezoning 4384 Blue Star Highway; planning commission recommended approval

City planning staff and the council discussed a rezoning request for 4384 Blue Star Highway and moved the item to final action at the council’s next meeting.

Planner Steve Peterson explained the parcel was annexed through the city’s 04/25 cooperative agreement with Fillmore Township and, under the city’s automatic zoning rules for incoming land, was assigned Low‑Density Residential (LDR). The applicant requested rezoning most of the 48 acres to industrial with a commercial (CMU) corner to match the city’s master plan; Peterson said the planning commission recommended approval.

Councilmember Corbin moved to place the item on the regular agenda for final adoption on May 21, 2025; Councilmember Soule supported the action. The council voted in favor by roll call. Staff said no final action would be taken that night so that Tulip Time scheduling and noticing would be preserved; final adoption is scheduled for the council’s next meeting.

Councilmembers asked clarifying questions regarding the commercial corner: Peterson said the red CMU area on the plan reflects an existing feed-store location and is intended to make that corner’s use conforming under city rules. Council discussion clarified that, although the property would be rezoned industrial, the land can continue to be farmed in the interim if leased for agriculture.

No final rezoning ordinance was adopted at this meeting; the council approved only the motion to schedule final adoption at the next regular meeting.
