Holland Energy Fund board approves $326,000 FY2026 budget to continue home energy programs

The Holland Energy Fund board approved its fiscal year 2026 budget during the Holland City Council meeting, moving the fund’s separate 501(c)(3) plan into the city budget process.
The fund’s FY2026 budget includes $326,000 in budgeted revenues, “mostly consist[ing] of a $275,000 transfer from the city,” Lynn (Staff member, budget presenter) said, and allocates $212,600 to home energy programs.
The action matters because the Holland Energy Fund supports the city’s community energy plan and the Holland Board of Public Works’ community energy objectives. Lynn said the fund’s spending is concentrated in two residential programs (Home Energy 101 and a pilot Home Energy 201) and a placeholder for a Business Energy 101 study. Administrative costs are budgeted at $3,400, down from prior years when administration exceeded $60,000 annually. Lynn said the fund will end FY2026 with a projected ending balance of a little over $1,100,000 reserved for future efforts.
Councilmember Soule moved to approve the Holland Energy Fund FY2026 budget; Councilmember Vreeman supported the motion and the roll call vote was unanimous.
The budget was presented to the city as a separate board-approved document (the Holland Energy Fund board approved the budget March 19) and will be included in the city’s overall fiscal-year documents. Staff said the fund partners with local nonprofits to deliver home-energy training and support and that a prior grant (up to $100,000) has remaining carryover of $10,000 into FY2026.
The council held a public hearing on the fund budget during the meeting; no members of the public addressed the council on this item.
The council approved the budget by roll call vote; staff said the projects and reserved balance are intended to support future energy-efficiency implementation tied to the community energy plan.
