Summit council elects leadership, introduces salary ordinance and appoints city administrator; all motions carry

The City of Summit Common Council selected its 2025 leadership and advanced several administrative measures at the organization meeting in January.
Council members nominated and elected a council president and a president pro tem by voice vote. Council then introduced Ordinance 11701, titled "An ordinance to amend the ordinance titled an ordinance to establish the 2024 salaries, wages, or compensations of and for the officers and employees of the city of Summit," to add the position of finance director; the council set a public hearing on the ordinance for Jan. 21. The council also approved a resolution appointing Tammy Baldwin as city administrator. The motion to adopt the appointment passed by voice vote; Baldwin addressed the council after the vote, saying she appreciated the confidence of the mayor and council and promising to "work hard every day" in the new role.
Council members approved the consent agenda, including board and committee appointments, after pulling the committee assignment item for separate consideration. A separate resolution establishing council board and committee appointments also passed following discussion.
The meeting concluded with ceremonial recognitions, retirements and a public‑comment period that produced no speakers.
