Council hears 30–50% town-hall renovation design update; members raise security, memorial and bathroom layout questions

South Berwick councilors received an update May 13 on the town-hall renovation design, now roughly 30–50% complete, and raised questions about landscaping, memorial preservation, restroom layout and security systems.
Tim (town manager) and design team representatives said schematic drawings and a cost summary are under review. The project team plans to hire a construction manager next and then present final design drafts to the council. Staff said some minor layout changes to interior walls had been made with no cost impact so far; they also said they had received a price to remove roofing material.
Councilors discussed a proposed sidewalk running through a central memorial lawn. One councilor asked that the design avoid disturbing the memorial and suggested routing sidewalks adjacent to the building instead. “...it would make more functional sense without disturbing the memorial that’s in the center,” a councilor said, urging the design team to provide alternate options.
Designers presented a security plan that would include locked doors, building-wide camera access for emergency responders and a panic feature that automatically locks and activates strobes while notifying Sanford 9‑1‑1. Staff said authorized police personnel would have login access to remotely view cameras in an alarm event.
On restroom design, the council debated a proposed gender-inclusive second-floor restroom with floor-to-ceiling enclosed stalls. Some councilors said the single, lockable-room, multi-stall concept provides privacy similar to individual bathrooms; others asked for alternative layouts because the auditorium-level restroom also serves staff and meeting attendees. Staff said code-driven fixture counts influence layout options. The council asked the design team to present alternative walkway and restroom arrangements before finalizing the drawings.
No formal votes were taken; staff recommended council members review the design packet and submit questions before the next design workshop.
