Farragut planning commission recommends FY2026–FY2031 capital investment program; $36 million in projects, many grant‑funded

David Smoak, town administrator, presented the Town of Farragut’s proposed FY2026–FY2031 Capital Investment Program, a six‑year plan the town uses to prioritize projects costing more than $25,000 and to coordinate funding and timing across general government, parks and recreation, and transportation and infrastructure.

Smoak said the CIP is tied to the municipal budgeting law and is presented to the planning commission for recommendation to the Board of Mayor and Aldermen. The proposed program budgets $300,000 for land acquisition next year, $400,000 per year for stormwater improvements, $250,000 per year to expand adaptive traffic signal technology, and includes a $2,750,000 state grant allocated to develop the McPhee Road property. He said the six‑year package totals roughly $36,000,000 and includes a mix of town funds and grants; the budget as presented includes no new debt.

Commissioners asked for clarification about the CIP summary ending balance. Smoak explained the ending balance is total revenues minus total expenditures and that an assigned balance reduces the immediately available balance to about $8.9 million heading into FY2027. Commissioners also asked about schedule and phasing for individual projects, including signalization, roadway multimodal improvements, and park improvements.

The planning commission approved the CIP and recommended it to the Board of Mayor and Aldermen; the transcript shows a motion, a second and a unanimous roll‑call vote. Commissioners recorded yes votes from Commissioner Meyer, Mister Green, Mister Pavlin, Mister Pinchock, Mayor Williams, Commissioner Preston, Commissioner Devlin and Mister Wright.
