Newnan council asks city attorney to draft change to evening noise rules

Newnan — The Newnan City Council voted unanimously on May 13 to ask the city attorney to draft an amendment to the city's noise ordinance that would require construction noise to stop by 8 p.m. and landscaping noise to stop by 9 p.m.
The proposal, discussed during new business, would change the current municipal code requirement that loud construction and landscaping noises in residential areas cease by 10 p.m. The council sent the requested language to City Attorney Brad Sears for drafting and scheduled the item to return at the May 27 council meeting.
Mayor Keith Brady described interest in tightening the cutoff time for construction noise to 8 p.m. Council Member Dustin Kuritko asked whether the change would apply only to construction or also to landscaping, noting the two activities are treated separately in the ordinance. Council Member Rhodes Shell moved the request and Council Member Gritko seconded; the motion passed unanimously.
A resident spoke during the discussion, noting seasonal differences in daylight and saying, "On landscaping, in the summertime, it gets dark pretty late... if you're mowing your grass at 08:30, it may you may be okay." That comment was permitted but council directed staff and the attorney to draft language that separates construction and landscaping times.
The draft amendment will be prepared by the city attorney and returned to council for public hearing and further action at the May 27 meeting.
