Adams County approves salary ordinance, $167,000 in additional appropriations and funding increase for developmental disabilities provider

Adams County commissioners approved several budget items during their meeting, including a replacement salary ordinance for probation staffing, additional appropriations totaling $167,000, and a requested increase in annual funding for Biconi Services that will come from the county’s developmental disabilities appropriation.
A motion to approve the salary ordinance — replacing a position for probation (Joel Miller at $30.92 per hour, replacing Tom Fox) — was moved, seconded and approved by voice vote. Auditor Tony presented the ordinance to the council and asked for a motion; a voice vote returned three “ayes.”
On other appropriations, the council approved additionals that together total $167,000, with $161,000 charged to county general. Tony said the largest single additional on the sheet was $127,000 for jail maintenance/property and another $34,000 for EMA (Emergency Management) for siren repair and replacement. He described the EMA item as the replacement of a siren that had been destroyed by fire and noted that future broader siren-expansion plans would be discussed during budget time. "This additional is simply the replacement of that one that got destroyed and burned," he said.
During the meeting a representative for Biconi Services requested a modest funding increase for the organization. The presenter said, "We are requesting an increase this year of $2,270… So the new annual amount would be $47,678. This is not — this would not come out of the general fund. This comes out of the developmental disabilities appropriation." A motion to approve the budget as presented, which included the funding item, was made and approved by voice vote.
Separately, staff updated commissioners on a final $16,000 bill related to residents from Golden Meadows who were placed in Woodcrest while they awaited Medicaid waiver approval. Steven explained that in conversations with the hospital and Woodcrest the county reimbursed the facility at the Medicaid rate until Medicaid waivers were approved; the final accounting for that arrangement produced the $16,000 charge. Steven said county attorneys researched the question and concluded the county was authorized to cover those bills in the event a facility closes and obligations remain.
Outcome: Motions to approve the salary ordinance, the additional appropriations (total $167,000; county general $161,000), and the budget as presented were each moved, seconded and approved by voice vote. The Gold Meadows-related bill was paid from an available line; staff said no separate appropriation was required at the time.
