A councilmember asked whether licensed day care centers are inspected by the Commonwealth of Virginia; the planning director and staff confirmed that the facility is subject to state licensing and inspection requirements. After brief discussion, a councilmember moved to approve CUP2025‑04 with the staff‑recommended conditions; on roll call the council recorded unanimous support and the mayor declared, “Motion carries unanimously.”
