She recommended updating the manual to reflect current internal controls and grant-administration responsibilities and noted the item does not require immediate action but should be scheduled for review.
Committee members also discussed a routine salary-scale update tied to a cost-of-living increase. Katie said the change is not structural — it updates the scale for the COLA — and that the typical effective date is believed to be July 1 but requires confirmation. Members agreed to schedule discussion of the salary-scale update at a forthcoming meeting, with one member suggesting a July 1 effective date be confirmed before finalizing any posting.
On transportation, Katie said the full school committee will be asked to accept bids; the subcommittee debated whether staff should present the bid acceptance at the finance subcommittee prior to the full committee. Members said the contract appears limited in scope and that staff can bring the item directly to the full committee if there are no substantive issues to discuss.
No formal votes were taken on these administrative items. The subcommittee placed the grants manual review and the salary-scale update on an upcoming agenda and asked staff to confirm effective dates and required approvals for the salary-scale change.
