Council approves Reichardt & Eby construction management amendment for McGargyle/John Liner roundabout project

Sedro‑Woolley — The council authorized a contract amendment with Reichardt & Eby to provide construction management and inspection services for the Township Street/SR‑9 roundabout at John Liner and McGargyle roads.

Public Works Director Bill Bullock told council bids for the roundabout and the city's road program came in competitively and within engineer estimates. The project is funded primarily through a Transportation Improvement Board (TIB) grant (80/20 state/local match). Bullock said TIB has offered to increase its contribution by up to 15% if higher bids arrive; the city has also applied for an additional $500,000 in economic development grant funding, which would reduce the local match.

Bullock noted the overall project package totals about $4.255 million and that the city's local match could be reduced to roughly $100,000 if additional grants are awarded. He reviewed traffic‑control plans (including temporary signals and detours for concrete pours) and said construction sequencing would limit traffic impacts where feasible.

Council discussion briefly covered construction timing, detour plans and coordination with other corridor projects (Jones/John Liner undercrossing and an arterial connection project). Bullock said sequencing will aim to avoid major conflicts; the undercrossing will need to be built before certain arterial pieces due to stormwater routing.

Outcome: Council voted to approve the Reichardt & Eby amendment and directed staff to proceed with construction management services as bids are finalized.
