OLRT advisory committee recommends $1.6M in fall grants; commissioners add cap to Granby trail award

The Grand County Openlands, Rivers & Trails (OLRT) advisory committee presented its fall 2025 grant-cycle recommendations to the Board of County Commissioners on Oct. 21 in Granby.
OLRT administrator Anna Drexler told the board the advisory panel received multiple applications across program categories (open space, trails, wildfire prevention) and recommended funding most of them. The packet included requests ranging from operating support for trail groups to construction funding for town-led trail segments and conservation easement costs. The packet used June fund balances for the 2016 uses account and other OLRT funds for trail/wildfire and 2023-uses line items.
The advisory committee’s notable recommendations and board action: - Fully fund Headwaters Trails Alliance operating and field-work requests and Grand Lake Trail Grooming operational support as scored and recommended by the committee. - Fund a conservation easement request from Colorado Open Lands for the Cousins Ranch reach of the Fraser River corridor (full funding recommended). - Partially fund Grand County Wildfire Council at $10,000 for an office manager salary; advisory members declined to fund recurring office rent and utilities. - Deny Town of Grand Lake’s request for snowmaking and a snowblower, citing ineligibility under OLRT trail maintenance rules and a score under the advisory threshold. - Town of Winter Park Fraser River Trail Extension: advisory committee recommended funding phase 1 construction; the board approved the recommendation with a recorded split during the advisory discussion. - Town of Granby trails construction request (7–10 miles; asked for up to $300,000 / 30% of project): the advisory committee recommended no funding due to very high per-mile cost estimates (application used $100,000/mile vs. OLRT historical experience nearer $34,000/mile) and a vague scope. At the meeting, Granby’s project sponsor (Ted Cherry) and others said the town needs timely funding to match GOCO application windows and municipal budget timing. After discussion the commissioners approved the OLRT slate but added a board amendment limiting the county’s contribution to the Town of Granby trails project to the lesser of $100,000 or 30% of total project cost and encouraged Granby to return in spring 2026 with refined designs and cost estimates.
Why the amendment: commissioners and advisory members said the town’s original per-mile estimates were far above comparable, locally built trails and sought sharper cost detail before committing larger county funds. Commissioners noted that a smaller county pledge and a formal letter of support could strengthen Granby’s GOCO application while limiting county financial exposure.
OLRT administrator Drexler provided updated fund balances on-screen showing ample funds remaining in the 2016 open-lands account after awards, and the board approved the full advisory slate, with the one Granby cap and a request for follow-up documentation.
Board direction: OLRT and town staff were asked to return with more detailed engineering and cost breakdown if Granby seeks additional county funding in the spring 2026 cycle. The county also asked staff to prepare award letters and standard agreements for recipients.
