Commission adopts detailed transcript-style minutes for Aug. 19 meeting with one abstention

The Belmont City Planning Commission on Oct. 21 approved meeting minutes that staff prepared as a verbatim-style transcript of the commission’s Aug. 19, 2025 meeting. The motion to adopt passed with five votes in favor and one abstention.
Commissioners discussed whether the 59-page document should be certified as verbatim minutes or treated separately as a transcript prepared by a court-reporting service. Several commissioners said they had reviewed the document and felt it generally represented the commission’s actions, but that they were not in a position to certify that every word precisely matched the audio record. One commissioner said they would abstain rather than certify the transcript’s word-for-word accuracy.
Staff explained the commission only requests this level of transcription when an item has been appealed; in this case, minutes were prepared in detail because the Aug. 19 agenda included the 580 Masonic project that is under appeal and heading to the city council. Staff said a human transcriber prepared the record and that the transcript had been provided to the clerk and the commission.
A motion to adopt the minutes "as written" was made and seconded. Roll-call votes recorded five ayes and one abstention: Commissioner Adam Kavich — Aye; Kramer — Abstain; Chair Kulich — Aye; Majeski — Aye; Twigg — Aye; Jadalla — Aye. The motion passed 5-0 with one abstention.
Staff noted the appeal associated with the Aug. 19 item will be considered by the city council at its next meeting.
