Council approves annexation of parcel PP-87-8 into Mountain Regional Water Special Service District

Summit County Council approved a resolution to annex a parcel on 400 West (parcel PP-87-8) into the Mountain Regional Water Special Service District; the annexation will require a short off-site main extension by the applicant.
The Summit County Council voted Oct. 15 to approve Resolution MRW2025-25 to annex parcel PP-87-8 (a property north of Old Ranch Road on 400 West) into the Mountain Regional Water Special Service District.
Andy Garland, representing the property owner, told the council the property is not currently served by district water and that the owner will be required to extend the water main to reach the parcel. Garland said owners of neighboring lots will need line extension of about two lots to bring service to the property; those adjacent lots are not currently in the district.
Council members asked staff and counsel about service implications and confirmed that annexation is the standard route when property owners request district water rather than drilling wells. The council voted to approve the annexation resolution by a roll-call vote; the motion was moved by Councilmember Roger and seconded by Councilmember Candace.
County staff will follow statutory steps to record the annexation and, once the property owner completes the required off-site main extension, the district will provide service according to its rules and rates.
