The Worcester zoning board of appeals on Oct. 6 approved a variance allowing a reduced lot size to create a new single-family home at 80 Prudential Street.
Attorney Patrick Flynn represented the petitioner and presented a revised site plan the board had requested at a prior hearing, showing the proposed building footprint and demonstrating that the new lot would meet setback and other dimensional requirements except for the requested relief of 600 square feet from the 7,000-square-foot minimum lot area for RS7 zoning.
Planner Victor Panak told the board the revised plan demonstrated compliance with zoning setbacks and recommended the same staff conditions previously discussed. Neighbors spoke in opposition during public comment, including Ryan Helitz and William Cooley, who expressed concerns about construction staging, dumpsters and proximity to existing foundations. The applicant said soil testing and standard construction management (dumpsters, porta‑potties, confined staging) would be used and that similar builds in the city have been completed without incident.
After board discussion and confirmation of requested waivers, the board voted unanimously to grant the variance for a 600-square-foot relief from the 7,000-square-foot minimum lot area, incorporating staff recommendations and waivers noted in the staff memo.
