Satellite Beach debates removing new self-storage from RM-3 and commercial districts; no motion taken

City planning staff briefed the board on a proposal to remove self-storage facilities as an allowable use in RM-3 and certain commercial zoning districts.
Staff said the city currently has three self-storage or outdoor storage facilities and noted a recent facility (CubeSmart) opened within the last year; another existing facility is expanding. Under the proposed removal, existing storage uses would become legally nonconforming — they could continue to operate and be maintained, but could not be expanded or rebuilt if demolished.
“There's enough storage units to have one per household within the city,” staff said while explaining the basis for the council member’s request to prohibit new units.
Members raised questions about whether the change would invite litigation and how redevelopment could affect future opportunities for storage or other uses. Staff compared the policy to the city’s earlier deletion of car washes from the code in 1990, which also left existing car-wash operations as nonconforming.
The board did not make a motion to remove self-storage from the code at the meeting and moved on to other agenda items.
