Board authorizes concept study for St. Louis deferred forgivable loans to install whole-house water systems

The Loudoun County Board of Supervisors on Oct. 21 authorized staff to develop a concept and cost estimate for a Saint Louis deferred forgivable loan program to help qualifying households install whole-house water treatment systems.
Supervisor Rylan Crony introduced the motion, which passed unanimously, describing the village of Saint Louis as a historic, underserved community where many homes rely on private wells with high mineral content, staining, odor and taste issues. Staff said the village recently received wastewater infrastructure and that the outstanding water quality issues were identified in the Saint Louis Village Plan.
The motion directs staff to prepare draft program guidelines, cost estimates and to explore including a provision for a three-year maintenance agreement provided by the installing contractor. Supervisor Crony and the Little River District supervisor said resident testimony and door-knock outreach indicated some installed treatment systems were not being maintained, reducing their effectiveness.
Staff and community members said a program would target lower-income residents (staff mentioned an 80% area median income threshold in program discussions) and could be executed through a nonprofit partner with contractor agreements for installation and maintenance. The motion asks staff to return with draft guidelines and an implementation cost estimate for a future board meeting.
