County and AllPoints report progress on VADI broadband; state extension granted

Loudoun County staff and AllPoints Broadband reported progress Oct. 21 on the county's Virginia Telecommunications Initiative (VADI) project and related broadband efforts.

- Dominion Energy has completed middle-mile fiber construction and make-ready work on poles, allowing last-mile contractors to proceed. - AllPoints has completed roughly 65 miles of last-mile construction in the Loudoun 2 service area and has activated service for about 20 customers, with roughly 80 more installations in progress. The company said the typical early sign-up rate is about 18% to 20% of addresses in an activated service area. - The county worked with the Virginia Department of Housing and Community Development (DHCD) to secure an eight-month extension for the VADI funding schedule, moving a milestone to June 30, 2026. DHCD will consider another extension if needed. - Permitting in VDOT rights-of-way is a continuing risk; AllPoints is actively submitting VDOT permits (roughly 220 under review) and staff said monthly coordination with VDOT is ongoing. - The federal BEAD/BEED (NTIA) application process may add approximately 1,700 additional addresses in Loudoun; BEED timelines allow up to four years for construction, which would extend buildout timelines in areas awarded under that program.
AllPoints said it expects to make about 2,500 locations available for sign-up by the end of the year (Loudoun 2 and early Loudoun 4 activations) and that county reimbursements for construction will be requested as milestones are achieved. Total project reimbursement activity so far reflects about $28.2 million expended, of which county funds have been used as the local match and leveraged with Dominion and AllPoints forward-funded construction.
Supervisors asked questions about customer notification (email, postcards, phone sign-up options) and about how residents who lack broadband will be assisted in signing up. AllPoints said its customer outreach includes a phone number, in-person pop-up sign-up events and a $99 standard installation promotion for addresses activated through the VADI project (the $99 promotion runs for one year after a cabinet becomes active). Staff said they will return with continued progress reports and will track permit and reimbursement milestones.
