After public testimony about recent pedestrian fatalities and ongoing neighborhood traffic safety concerns, the City Council voted to ask the city manager to review Skyline Road between Tamarack and Hillside for possible inclusion in the Residential Traffic Management Program and to authorize a speed study in that segment.
The motion was made from the dais and seconded; council members voted to approve the measure, with Council member Burkholder recusing herself from the vote because the matter was in her sphere of influence. The direction directs staff to conduct the speed survey or speed study and report back under the program’s established procedures.
Public comment preceding the motion included an emotional appeal from a resident who described a previous family fatality and urged the council to take stronger traffic-calming measures including roundabouts, speed bumps and rumble strips. That speaker said previous council-approved temporary safety measures (stickers, temporary signs and green bike lanes) were insufficient for the neighborhood’s needs.
Council members said they supported the motion. The formal direction will initiate an evaluation under the city’s Residential Traffic Management Program and a traffic engineering review that could recommend speed studies, signage, physical calming measures, or other remedies depending on engineering criteria and program thresholds. The motion passed; staff will return with the results of the speed study and any recommended next steps.
