Alder Phillips moved the staff recommendation; Alder Dolan seconded. The committee approved the motion by voice vote; the chair recorded the motion as passing 7 to 0.
Staff said the agreement authorizes execution of state municipal agreements for construction and defines maintenance obligations. City staff will proceed to execute the agreements and include the updated figures in the 2026 CIP.
