PARC board approves agenda and minutes; staff hires master‑plan consultant and previews fall events

Board member Ian Brown moved to approve the Oct. 14 agenda; Member Ward seconded and the motion passed on a voice vote. Brown later moved to approve the consent agenda, which included the Sept. 9 regular meeting minutes; Board member Ramirez seconded and the motion passed by voice vote.
Doug Geil, director of parks and recreation, told the board the city has hired consultant Barry Dunn to conduct a parks and recreation master plan — the first such master plan for the department since the early 2000s. Geil said the consultant will be in town in November to interview board members and that the master plan will guide park investments for the next five to 10 years.
Geil also outlined fall and winter programming: the department’s second annual Arbor Day celebration on Wednesday, Oct. 22 at 10 a.m. at Liberty Park; HarvestFest and pumpkin‑patch activities through late October; Paws in the Park at Nature Discovery Aliante Park on Oct. 25; Taco Fest Oct. 31–Nov. 2 at Craig Ranch Regional Park; two Feast of Gratitude Thanksgiving meal events in mid‑November; and holiday breakfasts with Santa in December.
Staff reported operational updates: repairs to playground equipment at Jo Neep Park were addressed and removed unsafe elements, and field closures earlier in the week were ordered by staff because National Weather Service forecasts showed a high probability of thunderstorms and lightning that would have posed safety risks for participants.
Ending: Staff asked board members to expect master‑plan outreach in November and invited them to participate in Arbor Day events and upcoming public programs.
