Council hears cost estimate for Public Works building; funding options discussed but no funding approved

Parker City Council received an update Oct. 21 on a revised cost estimate for a proposed Public Works building (including a central pump station). Staff reported designers had limited options for cost reductions without creating future risk and that the estimate includes a design contingency of about $315,000. The council did not vote to appropriate funds; staff presented funding options and next steps.

Staff said some items in the estimate—such as sanitary sewage/septic work—may be overstated in the current estimate and could yield savings, and that engineering and architectural fees (estimated around $360,000) were not included in the construction estimate. City finance staff reported approximately $2.3 million is currently available in the utility construction fund, but several other capital priorities (including an elevated storage tank) remain under consideration.

Councillors and staff discussed funding mechanisms including partial bonding, use of excess fund balance, or phasing work (for example releasing engineering contracts and bringing back a 30% or 90% design for additional review). Council members and staff said proceeding with engineering services and returning with more detailed design milestones and cost estimates would allow better budgeting decisions before committing to construction funding.

No formal action was taken. Staff recommended proceeding cautiously with design and returning to council with updated cost, scope and funding options before any appropriation.
