WMSC reports 73 open corrective action plans; 4 caps closed since last meeting

The Washington Metrorail Safety Commission reported that it currently manages 73 open corrective action plans and is reviewing dozens of ongoing remediation efforts across WMATA operations.
WMSC staff member Ashley Rhodes told commissioners that 20 CAPs are in development; those include 11 drafts originating from the control center and rail operations audit and seven drafts tied to the recently released elevator and escalator audit. Two additional drafts remain delayed while WMATA pursues legal challenges related to occupational-safety oversight, staff said.

Closed CAPs and key details - C0189: Addressed deficiencies in on-the-job training for line platform instructors; Metro created instructor training, job descriptions and an SOP for hiring and promotion; WMSC verified implementation. - C0230: Originated from a 2022 track and structures finding on insufficient rail grinding; Metro awarded a rail-grinding contract, created a detailed schedule, and WMSC reviewed 12 months of implementation records showing required grinding was completed. - C0243: From a 2023 roadway maintenance machine audit; Metro contracted high-rail equipment servicing and WMSC reviewed a year of records to verify compliance. - C0244: Related to RMM procedural reviews; Metro reviewed and updated seven procedural documents, created a document-tracking matrix and is automating the review tracking process.
Other notes: Rhodes and colleagues described CAP C0310 as an expedited closure approved Sept. 30 addressing certification adherence for personnel after Level 4 RWP training. The WMSC said actionable items are submitted on rolling schedules and staff reassess overall CAP progress holistically.
