York County board adopts levies, approves vendor claims and routine contracts

York County officials on Oct. 14 adopted tax levies for political subdivisions, approved payroll and vendor claims and authorized several routine agreements and administrative actions.
The Board of Equalization convened to review and adopt levy certifications submitted by taxing entities. County staff and commissioners emphasized that the county sets levy rates from submitted budgets but does not set those budgets. The board adopted the levies by motion and roll call.
The board approved payroll and vendor claims with one correction: a paving vendor listed as "Neli Wagner and Associates" on the claims report will be paid as Pavers (contractor name corrected on the record). The largest vendor in the claims was the ARPA-funded paving project, which the board discussed as substantially complete.
Other actions taken by the board included: - Designating Commissioner Randy Obermeyer and Commissioner Andy Goldman as voting delegates for the National Association of Counties (NACO) 2025 convention and authorizing paperwork. - Approving an agreement for physical capacity performance testing with York General Healthcare and authorizing the chair to sign (fee changes noted in packet). - Approving an amended service agreement with SIN for project 20EMCB014 (construction project) and authorizing the chair to sign; county attorney reviewed the amendment. - Granting a motor-vehicle tax exemption to York General Healthcare Services for a 2022 Ford Transit van used in a childcare program.
All of the actions above were approved by roll call votes recorded in the meeting minutes. Commissioners also discussed the county's vendor collections and the clerk's efforts to obtain late budget submissions from local taxing entities so those entities would not lose taxing authority.
A separate agenda item about Vanguard archive services was discussed; staff said they will ask Vanguard for written confirmation that an archive can be processed this year and return with any contract changes to the board.
