WMSC flags ATO overruns, 7,000-series software fixes and delayed 8,000-series safety documents

The Washington Metrorail Safety Commission on Thursday outlined multiple system-level safety concerns, including hundreds of station overruns tied mainly to the 7,000-series railcars, progress on automated wayside inspection rollout and continuing delays in safety-certification documents for the new 8,000-series railcars.
Mr. Smith, WMSC director for systems and engineering, reported that during the last 90 days the commission logged 108 overruns on the Red Line, 94 on the Green and Yellow lines, and 325 on the Blue, Orange and Silver lines. WMATA data reviewed by the WMSC showed about 490 station overruns over that 90-day period; the commission said roughly three-quarters of those overruns involved 7,000-series trains, which comprise about 60% of WMATA’s active fleet.
Why it matters: repeated station overruns can degrade safety margins and passenger confidence. The WMSC said targeted software and calibration fixes on the 7,000 series could materially reduce overruns and that the agency will independently verify WMATA’s testing and field performance.
Software and expected impact Smith described a forthcoming onboard update, software version 6.2, that relocates a key antenna "noise floor" calibration value to nonvolatile memory so it survives power cycles. WMSC staff said early testing suggests version 6.2 could reduce station overruns by approximately 35 to 40 percent if field performance matches test results; with the current 90-day rate, that would translate into an estimated 130 to 150 fewer overruns over a similar period once fully deployed.
ATO operations and temporary controls The WMSC noted WMATA currently uses temporary control plans that reduce entry speeds at select stations while broader ATO improvements continue. The commission reiterated prior guidance that nonvital supervisory controls should not replace safety-critical protections; Mr. Smith referenced the National Transportation Safety Board’s 1996 Shady Grove findings about overreliance on nonvital controls.
8,000-series safety documentation delays Separately, the commission said it selected the 8,000-series railcar program for in-depth safety certification review but has received only limited documentation. WMATA has told WMSC staff that a number of safety-critical deliverables — including systems-integration test plans, engineering change proposal packages and certain subsystem interface documentation — are not expected in final form until mid-2026 or later. The WMSC said it cannot complete a full safety-certification review without those documents and will continue to request timely submissions.
Other system projects - Radio/controller consolidation: WMSC staff attended training and workshops on a pilot to move a single rail traffic controller to command areas previously jointly managed by two controllers; WMATA added a "RTC support" role to assist during high workload periods and WMSC will verify training and hazard analyses before broader rollout. - Automated Wayside Inspection System (AWIS): WMSC staff attended contractor training on AWIS and said WMATA expects full implementation around 2026; the commission will review how AWIS exceptions are integrated into maintenance and operations. - Excessive vibration reports: WMSC staff reported a knocking noise observed on a Silver Line trip; WMATA’s inspection found out‑of‑round wheels and replaced several components but the issue persisted on a track test. WMATA is to provide a detailed engineering report to WMSC by Oct. 31, 2025; the commission said it will review the report and determine if additional oversight is needed.
Ending: The WMSC said it will oversee fielding of the 7,000-series software updates, review AWIS deployment and continue pressing WMATA for 8,000-series safety-certification documents before it can concur that the new cars are ready for passenger service.
