Sheriff’s office reports improved staffing; commissioners approve $300,000 transfer from health insurance to cover jail salaries

The speaker credited recent hiring, capital projects and county investments for improvements and said many people in custody present behavioral-health and substance-use-treatment needs that complicate operations.
Finance staff and the sheriff’s representative reviewed estimated shortfalls for the sheriff’s office and jail. The county finance presenter said law enforcement salary estimates might be several thousand dollars short and that the jail faced larger salary and related-cost exposure later in the year. The presenter said the jail’s healthcare line was currently running a surplus (citing a roughly $325,000 positive variance tied to newly hired employees not taking county insurance), while salary, termination payouts, Medicare and PERS liabilities created projected shortfalls.
To address the gap, county staff proposed transferring $300,000 from the jail’s health-insurance line item into the jail salary line item. Commissioner Barrow moved and other commissioners seconded; the motion passed on a recorded voice roll call (motion seconded and approved during the meeting). The county said the transfer would provide breathing room through year-end and that any remaining needs could be addressed with certified unappropriated funds if necessary.
Speakers also highlighted other public-safety investments the commissioners funded, including a cell tower in Lucas that improved radio and cellular coverage in the east of the county and a county-wide Tyler project to consolidate data for public-safety partners. The sheriff’s representative said the improved staffing allowed the office to staff specialized units and cited maintenance and capital work in the jail as factors supporting operations.
