Commissioners deny 11% price increase request from Juniper Landscaping; board directs staff to bid affected jobs

The Lee County Board of County Commissioners denied an 11.05% contract amendment requested by Juniper Landscaping for sod installation and related landscape work at the Oct. 21 meeting.
Commissioner Hammond pulled the item and said he would not support approving a price increase, arguing contracts are meant to lock in prices and a fourth amendment was not warranted. He moved to deny the requested increase; a second followed.
Procurement staff (Miss Tucker) told the board the vendor cited a 12% increase in labor costs, a 9% rise in insurance costs, extended lead times for sod, and rises in materials as reasons for seeking higher rates. Commissioners noted the amendment was holding about 45 individual jobs in abeyance; staff said they could solicit individual quotes for those jobs if the amendment were denied.
After discussion, the board voted with no recorded objection to deny Juniper Landscaping’s requested increase; staff said they would pursue individual quotes for the pending 45 jobs and re‑solicit as needed.
Commissioners who opposed the increase argued that ordinary business cost fluctuations are part of commercial risk and that the county should not routinely approve ad‑hoc mid‑contract price increases that could undermine procurement objectives.
Staff concluded the denial would not block immediate needs because staff can proceed with individual quotes and re‑solicitation to address outstanding jobs.
