County approves dune maintenance agreement with Ocean Hammock property owners to qualify for future FEMA funding

Flagler County commissioners unanimously approved on Oct. 6 a dune maintenance agreement with the Ocean Hammock Property Owners Association that county staff said will make the association’s shoreline area eligible for FEMA Category G funding and other post‑disaster assistance.
County Engineer Hamid Tabassian described the agreement as similar to an earlier dune maintenance agreement approved for Hammock Dunes, and said the Ocean Hammock agreement covers three areas and is intended to allow those areas to qualify for FEMA funding in future events. The agreement was negotiated with the homeowner association and county attorneys.
Tabassian said the homeowner association’s share — described in the meeting as about $175,500 — represents the association’s pro rata contribution and is contingent on other funding sources, such as FEMA or state assistance, covering the remainder. County staff explained the cost estimate was based on sand placement using truck haul assumptions (six cubic yards per foot) and would be coordinated with state and federal funding programs. The county’s share would be 12.5 percent, and the association’s share likewise 12.5 percent under the agreement as presented.
There was no public opposition at the meeting. Commissioner Pennington moved to approve the agreement and Commissioner Carney seconded; the board voted unanimously in favor.
Ending: With approval, staff said the town will execute the agreement, pursue applicable state and federal funding and include the area in future beach management and post‑disaster reimbursement planning.
