Columbia County commissioners approved a vendor‑hosted human‑resources and payroll system from NeoGov after staff said a vendor-supported product will reduce operational risk tied to several in‑house applications.
County staff briefed the board on a risk scenario in which the county relied on internally developed software and a single programmer for mission‑critical systems such as payroll, timekeeping and public‑safety shift calculations. The county’s information-technology team and the clerk’s office recommended outsourcing those functions to a vendor that provides 24/7 support and maintenance.
Representatives from NeoGov described their platform and noted customization options for public‑safety pay rules and timekeeping. Commissioners approved the procurement after staff confirmed purchasing and procurement policies had been followed. County staff said the supervisor of elections and other constitutional officers may contract separately with NeoGov for their own HR/payroll services if they choose.
Staff will begin implementation planning and a phased conversion tied to payroll cycles and tested cutovers; the vendor will provide a project plan and county staff will publish an implementation schedule to affected departments.
