Bradford County adopts FDOT SCRAP agreement for County Road 21B resurfacing

The Bradford County Board of County Commissioners on Oct. 7 voted 5-0 to adopt a resolution approving entry into an agreement with the Florida Department of Transportation for a Small County Road Assistance Program (SCRAP) project to design, construct and provide construction engineering and inspection (CEI) for the roadway resurfacing of County Road 21B from Southeast 40th Street to Southeast Eighth Avenue.
Miss Kornigan read the resolution into the record, citing FDOT's assignment of the project and the financial project number 424164-2-54-01. The resolution says FDOT has budgeted approximately $2,300,000 for the project and authorizes the county chairman to execute necessary documents and the state-funded grant agreement.
The resolution incorporates statutory authority in chapter 125 and section 339.2818, Florida Statutes, and directs staff to prepare and transmit the agreement electronically to FDOT's Lake City offices and "to take any and all steps necessary to effectuate" the board's direction. The resolution was adopted immediately upon the board's vote.
A motion to approve the resolution as read passed by voice vote 5-0. The board directed staff to finalize and submit the agreement and related documents to FDOT so the county may participate in the SCRAP project.
Commissioners asked staff about the project's place on the county's prioritized roadway list and whether nearby projects such as work on 170th Street would be scheduled concurrently; staff (Jason) said the County Road 21B submission was made prior to the current staff member's tenure, was adopted by the state in 2020 and is not funded until 2026, and that some related work (including sidewalks) may be addressed under a separate LAP project.
The board's action authorizes the chairman to sign the grant agreement and moves the county into the implementation phase for the County Road 21B resurfacing project.
