Board allows Kia dealership expansion, removes binding site plan requirement

Boniface & Company Inc. received approval from the Brevard County board on Oct. 2 to remove a binding site plan (BSP) that dated to a 1988 rezoning so the Kia dealership on State Road 192 can add an enclosed, air-conditioned service building on existing paved area (H5).

Representative Kimberly Risenka and Neil Huta, chief operating officer for Boniface & Company, told the board the expansion sits within the current paved footprint, will not remove trees on the east side and does not abut residential property to the east. Staff explained that the north side wall and required vegetative roadway buffer would remain under code even after the BSP removal. Huta said the company has no immediate plans to remove the wooded buffer and emphasized they consider themselves good neighbors.

Commissioner Atkinson moved to approve and the board voted in favor by roll call (Delaney yes, Goodson yes, Atkinson yes, Chairman Feltner yes). The removal allows the dealership to proceed with a phase 2 expansion without constructing an east-side wall that was once called for in the older BSP.

Why it matters: The action alters development constraints from a decades-old site plan, allowing an established business to expand while staff noted existing code buffers will remain.
