Lowell planning board approves marijuana delivery business at 70 Wilbur Street with odor-mitigation condition

The Lowell Planning Board on Oct. 6 approved a site plan allowing Boston Bud Runners LLC to operate a marijuana delivery business at 70 Wilbur Street, the board chair said. The board voted in favor of the plan 5-0.
Planning staff told the board the property is in the city’s light industrial zoning district and that site plan review is required under the Lowell Zoning Ordinance. Attorney Catherine Welk, representing the applicant, told the board she had submitted a supplemental context map after the Sept. 18 meeting and was available to answer questions.
Board members asked staff and the applicant about nearby cannabis businesses and proximity to schools. Board member Caleb said he did not identify any nearby cannabis retail operations or schools on the submitted map and voiced no objection. During deliberations a board member moved to approve the site plan with a condition that, "if there were to be any odor issues from the cannabis operations on that site, [the applicant] would cooperatively work with the city to mitigate any odors as reasonably possible." That condition was included in the approval.
The board chair announced the vote carried, "5 in favor, none against." The applicant was instructed to comply with any final staff conditions tied to the site-plan review.
The approval allows the delivery business to proceed subject to the listed condition; no building-permit or operational start date was stated at the meeting.
