Council names two members to subcommittee guiding design of new municipal services building

Charlie Bright, director of engineering and construction, told the council the city has voted to proceed on a design contract for a new municipal services building at Washington and Main and that staff has begun schematic work.
Bright said the project will require “about a million decisions” in the design process and that the council asked for more direct involvement than a typical project. City Manager Michael Spurgeon said the pattern will be for the two-person subcommittee to meet periodically with staff, then bring packaged items to the full council — likely in special meetings held before regular council meetings — for vote and direction. Spurgeon and Bright said the most intensive council involvement will occur in the schematic-design phase over the first six months; after schematic design is locked, design development and construction documents require less ongoing council input.
Councilors agreed that two members should represent the council and that the subcommittee should present recommendations to the full council. Councilor (name given in the record as) Lisa and Councilor Justin were nominated and a motion appointing them as the council representatives passed on roll call.
Bright and Spurgeon said the city expects the overall design and approval process to take about a year, with periodic subcommittee meetings every month or two during the front-loaded design period. The subcommittee will not have final contracting authority; all major decisions and final approvals will go to the full council in publicly noticed meetings.
