Mountain View council reappoints Tina Pham, selects Shweta for Environmental Planning Commission after interviews

MOUNTAIN VIEW, Calif. — The Mountain View City Council on Wednesday interviewed six applicants for two open seats on the Environmental Planning Commission and voted to reappoint incumbent Tina Pham and to recommend Shweta for the second opening.

The council convened a special study session to interview applicants and to make a recommendation for adoption at the council’s Dec. 9, 2025 meeting. The two seats carry four-year terms running Jan. 1, 2026, through Dec. 31, 2029.

Council members followed the panel-format process set out in Council Policy K-2: each applicant answered the same set of five questions in randomized order and councilors were permitted a limited number of clarifying questions. During the meeting the council adjusted one interview question to ask candidates “what they think the big issues facing the planning commission will be” (to include the housing element) and moved the question about the role of a planning commissioner earlier in the sequence.
