• Resolution 25-129 (added as Item 33a) — Support for WNBA players’ call for equitable contracts: Council voted (roll call) to add as a subsequent needs item and adopt the resolution expressing the city’s support. Vote: Dear — yes; Hicks — yes; Hilton — yes; Rojas — yes; Mayor Davis Holmes — yes. Outcome: adopted.
• Metro grant for South Bay Travel Network (Res. 25-086) and FY25–26 budget amendment (Res. 25-108): Council adopted resolutions to accept $4,512,915 from the Los Angeles County Metropolitan Transportation Authority for the South Bay Travel Network and to appropriate $654,819 for design-phase work (PW-18-28). Motion carried; staff authorized to execute the funding agreement and amend the budget.
• PS&E and authorization to advertise for bids — Central Ave & University Drive signal (PW-1784): Council approved plans, specifications and estimates; authorized advertisement for construction bids and directed staff to record a CEQA notice of exemption. Motion carried.
• DollarRide procurement: The council directed staff to prepare revised contract drafts bifurcating DollarRide services between two providers and return with the documents for council review (substitute motion; roll-call vote in favor: Dear, Hicks, Hilton, Rojas, Mayor Davis Holmes — all yes). Outcome: staff direction approved; no sole-provider contract executed at this meeting.
• Consent calendar and settlement exhibits (Item 21): Council approved the consent calendar with a friendly amendment to include previously posted exhibits for the Cam Carson settlement agreement; motion carried.
• Purchase of digital tribute for CSUDH gala (Item 34): Council approved a one-time $2,500 digital tribute purchase for California State University, Dominguez Hills. Motion carried.
Notes on procedure and timing
Several items were introduced, and in at least one case (the speed-limit ordinance) the council requested additional study before final ordinance adoption. The DollarRide procurement discussion resulted in a unanimous substitute motion directing staff to return with split-provider contract drafts; staff indicated the revised documents will be brought back at a subsequent meeting in November.
