Board approves CDBG application; county to allocate $293,789.60 to local projects

The Franklin County Board of Commissioners approved Resolution 2025-14 on Oct. 22 to submit the county’s Community Development Block Grant (CDBG) application to the Pennsylvania Department of Community and Economic Development (DCED).
Mel (CDBG administrator) told commissioners the county’s DCED allocation for fiscal year 2025 is $358,280. An 18% mandatory administrative fee will be retained by the county ($64,490.40), leaving $293,789.60 to award to eligible projects. Mel said the county focuses CDBG funds on low- and moderate-income beneficiaries and that recent projects have included ADA sidewalk improvements, accessible crossing beacons and housing-related work.
County staff noted Chambersburg and Waynesboro receive separate direct allocations and that Franklin County’s funds target areas outside those entitlement municipalities. The commissioners approved the resolution by voice vote.
County staff will proceed with allocating the funds to eligible municipalities and nonprofit applicants per DCED rules.
