City finance staff outlined a proposed parking-amnesty program to reduce delinquent parking tickets to the original fine and surcharge while waiving penalties. The proposed amnesty period discussed in committee would run roughly from November 3 through November 21 and mirror the city’s prior amnesty effort from September 2020.
Commissioner Mike Kanazera said all unpaid parking tickets during the amnesty period would be reduced to the original fine and surcharge with penalties waived; tickets remain eligible for booting until paid. Payment options would include Invoice Cloud and a self-service portal that allows users to search by last name. Staff said they would set up a dedicated phone line and email address for the program and use press and social media promotion, and they encouraged councilors to help amplify the message to their constituents.
Councilors asked about examples and whether recent tickets would be eligible; staff said the amnesty is intended for delinquent tickets rather than very recent citations and gave an example: a ticket that had grown to about $100 because of penalties would revert to the original $40 fine under amnesty. Staff also confirmed the outreach and technical supports planned for the effort.
Councilors asked to hold a committee meeting to review details — such as tiering or limits by number of tickets — before finalizing the program. Staff said they aimed to run the amnesty in November but would provide more precise rules and outreach materials in committee.
