Council rezones 2307 Bellotto Parkway to professional office to formalize medical practice use

The Cape Coral City Council on Oct. 22 approved Ordinance 54-25, rezoning a 1.99-acre parcel at 2307 Bellotto Parkway from residential multifamily-low to the professional-office zoning district to make an existing medical office use conforming.
Planning staff presented the privately initiated rezoning request, noting the property has been developed since 1982 and previously housed nonprofit and medical-office uses. Staff said the site had a future-land-use amendment approved in July that changed the property’s future land use to commercial professional, and the rezone is the follow-up step to align zoning with that amendment.
Wyatt Daughtry, planning manager, told the council that staff reviewed the item under land-development code Section 3.4.6 and found the request met the six required criteria. The hearing examiner recommended approval in August, and staff echoed that recommendation.
Annette Brabacha, the applicant’s planning consultant, said the owner purchased the property in 2023 and invested in interior improvements to operate a medical practice. "They were unaware that this was not a conforming use on the property, which is why we're seeking conformance now," Brabacha said.
No members of the public spoke during the hearing. The council voted 7-0 to approve the rezoning. The ordinance will make the medical use conforming under the city's current code and comprehensive plan policies.
