Council approves annual procurement resolution to authorize FY26 appropriated purchases

The Cape Coral City Council unanimously approved Resolution 299-25 on Oct. 22, an annual procurement resolution that authorizes staff to execute purchases for items and projects already appropriated in the FY26 budget.

City Manager Merritt described the practice as a management best practice that allows fleet and procurement staff to bundle purchases that were budgeted in the fiscal year and to use larger state contracts to achieve better pricing and faster delivery. "We look at all of those purchases and basically give the fleet manager and our procurement manager the ability to bundle all of the appropriations that were put in the budget so that...they can execute them in a much larger purchase all at once, getting best value and utilize larger state contracts," Merritt said.

Merritt recounted how two decades ago each purchase under certain thresholds was handled individually, which could lead to delays if a later purchase from the same vendor raised cumulative limits. The resolution formalizes the practice for FY26 appropriations, which staff said total approximately $42,717,877 in lines referenced during discussion. Council members voiced support, noting the approach was compliant with statute and reduced downtime for vehicles and equipment.

The roll call recorded seven ayes and the item carried. Council directed staff to continue managing procurements within statutory requirements and to keep council informed of major bundled procurements as appropriate.
