Buncombe County HCCBG advisory committee amends bylaws to add purpose section, will submit change to county commissioners

The Buncombe County Home and Community Care Block Grant (HCCBG) Advisory Committee on Oct. 27 voted to amend its bylaws to add a new Section 2, "Purpose," and to renumber the existing mission text as Section 3.

Committee members said the new purpose text — drawn from the committee's annual report to the county commissioners — frames the panel's work as supporting "and enhance[ing] the quality of life of older county residents and their caregivers, to allow older adults to live safely at home or in the least restrictive environment and also provide transportation and opportunities for social interaction to reduce isolation." The amendment was approved by voice vote; roll-call counts were not specified in the meeting record.

The committee chair noted the bylaws require submission of advisory-committee changes to the Buncombe County Board of Commissioners and said she would forward the amended text to the deputy clerk of the board for commission review. Members also discussed the annual report and attachments (the bylaws and a year-end summary) that will accompany the submission.

Members said the change is intended to clarify the committee's role when commissioners and the public review its annual report and work program. The committee thanked staff and volunteers who prepared the annual report and supporting documents.

Next steps are administrative: the committee will transmit the amended bylaws to the deputy clerk for placement before the Buncombe County Board of Commissioners. The amendment does not take effect until the commission acts.
