Buncombe County adds Fairview holiday parade resolution to consent agenda

Buncombe County commissioners voted during a briefing to add a resolution supporting a Fairview holiday parade to the evening consent agenda, clearing a procedural step organizers said they needed to apply to the North Carolina Department of Transportation.
The resolution will allow parade organizers to move forward with the NC DOT application for planned street closures tied to the event, according to staff and the organizer who joined the briefing by video.
Corey Wall, one of the parade organizers, told commissioners the group is planning the parade for Dec. 13 with a morning launch around 9:30–10 a.m. “We are planning December 13. And what is the Saturday. And I think we are hoping to launch in the morning at 09:30, 10:00,” Wall said. Wall said more than 40 businesses, churches and families signed up and that Covenant Community Church and Reynolds High School campus were partners for the route and staging after the organizers could not secure a closure on Highway 74A.
The county attorney’s office prepared the resolution and staff said it includes the specific dates and times for the closures the application requires. Mr. Dore asked, “Does she have in that resolution the specific dates and times for the closures that we're permitting?” Staff replied that the final version was submitted earlier that week and circulated to commissioners.
Commissioners also discussed insurance. County staff said the organizers already have insurance but must name Buncombe County as an additional insured before the county will file the NC DOT application on the group’s behalf. “They have asked for insurance. The only one thing I think was still outstanding is they need to name the county as an additional insured, and they're working on that,” a staff member said.
Commissioner Horton moved to add the resolution to the consent agenda, and Commissioner Paul seconded the motion. Commissioners voiced their approval and the item was added to the evening consent agenda so the application can be filed.
Organizers said the parade is intended as a community recovery and morale event after the storm. Wall said the event will include floats and community groups and that several families who have been central in Fairview have committed to participate. She thanked the commissioners for adding the resolution and asked staff to post the resolution packet online after the vote.
The resolution will appear on the consent agenda for the board’s formal action during the evening meeting. Organizers must complete the county’s insurance requirement naming Buncombe County as an additional insured before staff will finalize the NC DOT application.
