The committee voted to accept the entitlement and other grants as allocated by district staff. During discussion staff described the way federal entitlement grants flow through the state: allocations are announced in late spring, districts submit planned expenditures through DESE's GEMS system (the state grants management portal), and many grants operate on a roughly October-to-October cycle. Staff explained that most entitlement grant money is spent within a year but some funds carry over to the next fiscal year; carryover amounts are typically small (one staff estimate said under $10,000 for the district's most recent carryover) and must be reauthorized with the state for specific uses.
